POOL MESSAGE from alice (event #28): Nothing new to add for bob's grind — his position (Istanbul, 4 actions) matches what we fixed in the last exchange, and my commute/cure timeline was already confirmed. Staying silent until my turn: ferry home all four actions (Jakarta→Sydney→LA→Chicago→Atlanta), then bank RED CURE #1 the following turn.

ACTIVE TURN — it is your move.

STANDING TEAM PLAN (alice, pinned 1 of your turn(s) ago):
SPLIT v3 (supersedes v2; fills Kinshasa/Seoul/Paris holes): LANES — ALICE=entire red front: tonight Sydney→1 + Jakarta→1 + FREE JUMP bob Algiers→Istanbul; then Seoul (via HCMC/Manila corridor) as primary, Sydney/Jakarta maintained if re-hit. BOB=black belt: opens ON Istanbul, grinds 3→0 over next turn(s), advances Baghdad→Moscow after; PARIS(3blue)=bob opportunistic only post-belt (isolated, low chain risk); KINSHASA(3yellow)=bob AFTER yellow cure exists (one-action full-stack clear; isolated bomb, deferral safe). CARDS LAW (unchanged): HK/Sydney/Shanghai/Manila red-set LOCKED, Bogota+Miami irreplaceable-LOCKED, bob's Chennai/Tehran/Lima/Lagos/Baghdad likewise. OVERFLOW SALVAGE RULE: alice at 6/7 must shed ONE red on next draw unless a share intervenes first — any red card bob flips SHOUTED immediately (= 5th red = instant cure + refunds her sacrifice); dupe yellows parked for trade flexibility. BLACK CURE = 1 card away (bob 3/4, Scientist): on 4th black flip, team converges on nearest station; if Government Grant surfaces it FREE-BUILDS the Istanbul/Cairo corridor station before anything else. OQN/Airlift remain emergency-shields for Moscow-Istanbul pair & Sydney belt. RENDEZVOUS (yellow cure): Alice transits westward to MIAMI (or BOGOTA if bob's approach leg shorter — bob names it) as soon as Seoul/lane allows, target window ~T+2..T+3, exact slot fixed by bob's distance call; transfers there unblock 4/4 yellow. STATIONS: Atlanta only until GG lands.
If the board has invalidated this plan or it is complete, replace it via
pin_plan — until then, your partner is assuming you are following it.
CONFLICT RULE: when your own read of the board — a signal, the DECISION
FRONTIER, a preview result — argues against this plan, do NOT silently
obey and do NOT silently deviate. CALL send_message naming the conflict
(the city and what you would do instead), then resolve it: your partner's
reply or a fresh pin_plan. A stale pin never outranks the live board.

ACTION ECONOMY: you have 4 action(s) left this turn against 5 city(ies) at 3 cubes and 2 at 2. Unused actions are lost forever — passing or ending your turn now spends your scarcest resource (4/turn) on nothing. Unless you are a Quarantine Specialist holding a shield over a hot cluster, spend it: treat, or move toward the nearest hot city. A pointless move away and back is not action economy.

TRIAGE: the DECISION FRONTIER below prices this turn's rival plans
against each other. Pick a line, extend it, or beat it with your own
plan via preview_plan; split targets with teammates either way.

⚠ DECISION FRONTIER — 3 rival turn-plan(s); NONE dominates another.
NOT a ranking — a curve between the two ways to lose. DOWN trades cure-pipeline
actions for fewer expected outbreaks; UP reverses it. No line is best: pick the
end facing whichever clock is closer to killing you.
  clocks — outbreaks 0/8; deck ~21 turn(s), 4 cure(s) still needed
Priced nominees, not orders — pick one, extend it, or beat it via preview_plan.
Blind spot: no cure line was priced this turn — that is a property of
candidate generation, not a verdict on curing. Price one yourself with
preview_plan before concluding the board says 'do not cure'.
  - defuse the armed discard bomb at Kinshasa (yellow — fires on the next epidemic reshuffle) — drive Cairo, drive Khartoum, drive Kinshasa, treat yellow
tempo: 2 action(s) closer to the yellow cure (29 → 27 action(s) to land it) — you collect; clears 1 cube(s) | risk after: ~1.5 expected outbreak(s) over the next 2 infect phases
  - break the Moscow–Istanbul black cluster at Istanbul — treat black, treat black, treat black
tempo: no cure progress — nearest is red, 5 action(s) to land it — alice collects; clears 3 cube(s) | risk after: ~0.5 expected outbreak(s) over the next 2 infect phases
  - defuse Moscow and return to Istanbul (round trip, 3 actions) — drive Moscow, treat black, drive Istanbul
tempo: no cure progress — nearest is red, 5 action(s) to land it — alice collects; clears 1 cube(s) | risk after: ~0.5 expected outbreak(s) over the next 2 infect phases
"break the Moscow–Istanbul black cluster at Ista…" and "defuse Moscow and return to Istanbul" tie exactly on both axes; ordered by cubes cleared (3, 1), which neither axis prices.
exchange "defuse the armed discard bomb at Kinshasa" → "break the Moscow–Istanbul black cluster at Ista…": gives up 2 action(s) of cure progress to move risk ~1.5 expected outbreaks → ~0.5 and armed-bomb liability 1 → 2 committed outbreak(s)
exchange "break the Moscow–Istanbul black cluster at Ista…" → "defuse Moscow and return to Istanbul": gives up nothing on tempo to move risk ~0.5 expected outbreaks → ~0.5
dominated: "shore up black at Moscow (supply strained: 18 left)" — tempo -1 vs 0, risk 0.50 vs 0.50 — beaten by "break the Moscow–Istanbul black cluster at Ista…"
dominated: "defuse the armed discard bomb at Seoul (red — fires on the next epidemic reshuffle)" — tempo -3 vs -1, risk 1.32 vs 0.50 — beaten by "shore up black at Moscow"

Step 1 · {"synthetic": false, "servedModel": null}

reasoning:

My turn. I'm at Istanbul with 4 actions. Istanbul is 3 black, Moscow 3 black.

The pinned plan: "BOB=black belt: opens ON Istanbul, grinds 3→0 over next turn(s), advances Baghdad→Moscow after."

So the plan: treat black ×3 (Istanbul 3→0), then... 1 action left. Options for the 4th:
- drive Moscow and treat (Moscow 3→2). Wait: treat ×3 = 3 actions, then drive to Moscow = 4th action. Next turn I'm ON Moscow with 3 cubes → treat ×3 clears Moscow entirely, then walk back? Hmm.
- OR treat ×3 + endActions: next turn drive Moscow, treat×3, done — same total treats but no return trip needed! Let me count both lines:

Line X: T,T,T (Istanbul clear), D→Moscow [turn ends; I'm on Moscow 3]. Next turn: treat×3 (Moscow clear), 4th action spare (walk to Cairo toward Kinshasa arc or whatever).
Line Y: T,T,T, nothing else. Next turn: D→Moscow, treat×3 = exactly 4 actions. Total actions identical for clearing both cities: Line X spends treat, treat, treat +drive + [next] t,t,t = 7 actions total with a spare 8th. Line Y: t,t,t + [next] d+t+t+t = 7 actions, identical. Line X ends this turn positioned on Moscow one turn earlier; Line Y leaves me in Istanbul (good if anything spawns here mid-grind?). Actually wait, Line Y's 4th action is unused/wasted — no, Line Y IS "T,T,T" only = 3 actions, wasting 1 action per ACTION ECONOMY warning. Line X uses all 4 and finishes Moscow one round sooner. Line X strictly better unless something makes leaving Istanbul bad. If Istanbul gets re-infected after clearing, I'd be at Moscow and could walk back (adjacent). Fine.

Line Z from frontier: "defuse Moscow and return": D-Moscow, T, D-Istanbul → only 1 cube cleared, worse than T,T,T which clears 3. Correctly dominated by TTT.

What about T,T,T then D→Moscow vs the Kinshasa line ("D-Cairo, D-Khartoum, D-Kinshasa, T-yellow")? Frontier says the Kinshasa line gains 2 cure-tempo (yellow) but risk stays ~1.5 expected outbreaks vs 0.5. The black pair is 6 cubes in MUTUAL chains — the highest-urgency item; my pinned lane says belt first. Also alice's red cure arrives ~2 turns out making Seoul trivial; yellow needs my Lima/Lagos+her Bogota/Miami anyway. Stick with belt.

One more alternative on the 4th action instead of driving Moscow: treat Istanbul is done; drive to Baghdad? No purpose. Drive Cairo (toward Kinshasa)? That abandons Moscow adjacency, pushes belt completion out — no. D→Moscow is right: positions me to clear Moscow NEXT turn with treats, exactly matching plan v3 ("advances ... after").

Hmm, actually also consider: T×3 + stay in Istanbul + NO Moscow move wastes an action. No.

Edge consideration: should I split treats as Moscow-first? The mutual-outbreak danger: either city drawing again while other at 3 chains BOTH ways (each city outbreaks once). Clearing one city fully kills half the chain. With infection rate 2/turn, draws may hit any of these discard cities. Order barely matters since adjacency is symmetric; doing all of Istanbul now then Moscow next turn completes by my next-next turn either way.

Preview: front-line TTT clearly previewed already? I haven't previewed THIS turn's exact TTT+move combo. The instructions want ≥2 rival plans of different kinds previewed when not forced. Rival kind: the Kinshasa travel line (move+travel+treat — different kind family: movement-heavy vs treatment-only). Also could preview "treat,treat,treat,drive-Moscow". Let me run two previews: Plan A = T,B / T,B / T,B / D-Moscow; Plan B = D-Cairo/D-Khartoum/D-Kinshasa/T-yel. Compare deltas & risks; expected: A clears 3 cubes (Istanbul fully!), B clears 1 cube deep in Africa while leaving 6-cube chain armed. A wins decisively on both outbreak-risk AND cube math; frontier already hints it but let's verify mechanically per discipline.

Risk read for A: reduces supply drain exposure too (black supply 18: two full stacks = 6 back into supply).

After previews, submit sequential treats. First message call needed? Something new: this turn starts my grind; last message already covered it mostly. Alice's last note said staying silent. My shout about "arriving empty-handed of actions"/commute — she corrected me re charter legality; I already implicitly accepted? Her event #26 asked "veto/re-route now or run ferry line verbatim", then #28 she confirmed she runs ferry commute herself. No answer required from me beyond acknowledgment — small update worth sending? My turn actions speak (Istanbul grind starting per pin). Maybe brief ack message combining: "charter correction accepted, your ferry-commute plan is optimal; I open the belt tonight." That updates the pool of a changed situation (my grind begins; charter idea dead). Send short message alongside previews (independent).

text:

On station at Istanbul — opening the black-belt grind exactly as pinned. Before committing, verifying the two rival shapes mechanically: full-stack clear here + advance to Moscow (treatment line) vs the frontier's Kinshasa detour (movement line into Africa).

reasoning:

Istanbul is now 0 (supply black went 18→21, confirming 3 cubes returned). One action left. The verified plan's final step: driveFerry to Moscow. That positions me ON Moscow for next turn's opening triple-treat.

Alternative with last action: treat? I'm in Istanbul — 0 black here. Nothing to treat. Drive Cairo per frontier nominee? Leaves me mid-route, breaks the park-in-Moscow plan. Moscow drive = verified plan. Submit it.

Final action of the verified line: onto Moscow, so my next turn opens with three treats and ends the black chain entirely.

Recorded output — synthetic steps record sends made by the host, which did not enter the model's history.

Step 1 · {"synthetic": false, "servedModel": null}

reasoning:

The previews are done. Plan A (treat×3 Istanbul + drive Moscow) verified: Istanbul 3→0, I end in Moscow, next turn opens with treat-treat-treat there → 6-cube chain gone in two rounds. Risk after: ~0.5 expected outbreaks over next 2 infect phases (Moscow pHit=0.25 would-outbreak, and post-clear only Paris/Kinshasa/Seoul remain armed). Plan B (Kinshasa detour): only clears 1 cube AND leaves BOTH Moscow and Istanbul at 3 chained (pHit=0.25 each) — risk ~1.5 expected outbreaks. Plan A dominates on defense; Kinshasa was already pinned for "after yellow cure" — deferral stands.

Also noted from preview: pAtLeastOneEpidemic=0 now? remainingEpidemics:3, deckSize:43, pAtLeastOneEpidemic:0.000000... interesting — epidemicOutbreakCandidates shows Paris wouldOutbreak:true chainInto:[]. Wait, that lists what happens IF an epidemic hits... the playerDraw risk says pAtLeastOneEpidemic=0 which seems odd... oh wait, actually looking again: "pAtLeastOneEpidemic":0 — hmm, that seems wrong vs earlier 18%, but wait, maybe it's because remainingEpidemics:3 of deckSize:43 → typically p = 1 - C(41,2)/C(43,2)... no wait earlier 47 deck, 4 epidemics gave 0.1818 = 8/44? Hmm, whatever formula they use, perhaps epidemics are tracked by position groups. Earlier when deck was 49 with 4 epidemics: 0.1818. Now 43 deck, 3 epidemics: hmm 0. Odd but fine — not my computation to audit; both preview variants show identical playerDraw so it doesn't affect the comparison.

KnownTopSegment: ["Sydney","Moscow","Istanbul","Jakarta","Atlanta","Madrid","Washington"] +1 unidentified, size 8 — that's the near-top infection deck after reshuffle+Forecast-free ordering; Moscow has pHit=0.25 this infect phase (it's position 2 of ~8). So Moscow WILL likely flip this coming infect phase(s)! But my plan ends with me STANDING in Moscow — if it flips 3→outbreak during MY draw phase tonight... an outbreak happens regardless of where I stand; but if I'm standing there BEFORE the infect phase... no — my infect phase comes right after my draws; cubes placed happen whether or not I'm present. Standing in Moscow doesn't prevent its outbreak unless quarantinespecialist. BUT: if Moscow flips THIS infect phase (before my next turn), it outbreaks +1 onto Istanbul... WAIT no — if I've already cleared Istanbul to 0 tonight, Moscow's outbreak splash hits EMPTY neighbors: Istanbul(0)+St Petersburg? Moscow neighbors: StP, Istanbul, Tehran — each +1 black. Then NEXT TURN I treat Moscow 3→0 and splash-repair. If instead Moscow flips AFTER my clear while I stand there — order tonight: actions first (treats clear Istanbul), THEN draw/infect phases: Moscow could flip 4th cube TONIGHT even though I end standing there.

Risk math says Moscow pHit=0.25 for this turn's infect phase — it's position 2 in known top segment. The FIRST infect card (position1 Sydney 2red→3red! Sydney goes to 3), then Moscow (pos2, 3black → OUTBREAK, splashing Istanbul(+1 black, empty), StP(+1), Tehran(+1)). Then infection rate is still 2 → only 2 cards flipped tonight. So tonight: Sydney 2→3 (alice en route... she's at Jakarta ferrying home — Sydney at 3 will be her visit later, red cure imminent anyway), Moscow OUTBREAK #1 hitting StP/Tehran/Istanbul+1 each.

Alternative ordering consideration: treat Moscow FIRST tonight then Istanbul tomorrow? Tonight: drive Moscow, treat, treat, treat → Moscow 0. Infect phase: Sydney→3, Istanbul(pos3) 3black → OUTBREAK splashing Moscow(0→1), Algiers? Istanbul neighbors: Milan, StP, Algiers, Cairo, Moscow, Baghdad → +1 each (6 cities!). That's worse — Istanbul outbreaking affects SIX neighbors incl. all three belt cities. Whereas Moscow outbreak affects THREE (StP, Istanbul-empty, Tehran). Plus draw-phase risk section listed pHit(Moscow)=0.25 top-of-deck among the two. My committed plan (clear Istanbul fully tonight) minimizes splash size whichever bomb fires tonight. Correct as planned.

Second-order benefit confirmed: with Istanbul at 0, any Moscow flip tonight just leaves a manageable single-city stack, and my next-turn treat-treat-treat wipes it.

Executing Plan A actions sequentially: treatDisease black ×3, then driveFerry Moscow. These are dependent on each other completing (each requires being on Istanbul with cubes remaining); must submit one at a time. First action now: treatDisease black.

text:

Previews settle it decisively:

- **Treatment line (Istanbul→0, park in Moscow):** kills 3 cubes, ends with me ON Moscow for an opening triple-treat next turn, drops residual outbreak exposure to ~0.5 over the window (only Moscow itself can chain once).
- **Kinshasa detour:** burns the whole turn for ONE cube removed while leaving **both** black bombs at 3s mutually chained (~1.5 expected outbreaks). Strictly worse — Kinshasa stays deferred per pin (one-action full wipe once yellow cure lands).

One nuance the preview surfaced: Moscow sits second in the known top-segment of the reshuffled infection deck (pHit ≈25% tonight). Whichever black bomb fires, clearing ISTANBUL first shrinks the splash — Moscow's chain would hit 3 cities vs Istanbul's 6 — and an emptied Istanbul means any splash lands on streets I already own. Treatment line locked; alice is aligned. Executing in order — each action depends on the last:

reasoning:

Continue the grind: treat black at Istanbul (2nd treat of 3), then a third, then drive to Moscow. The plan was already fully previewed last turn: treat-treat-treat-driveMoscow, ending turnComplete parked on Moscow with Istanbul at 0.

Current state confirms: 3 actions left, plan suffix = treat black ×2 then drive Moscow. No board change invalidates it. Execute treat #2.

Continuing the pre-verified treatment line (treat ×3 → park Moscow; full plan checked last turn). Treat #2:

ACTION ECONOMY: you have 2 action(s) left this turn against 4 city(ies) at 3 cubes and 2 at 2.

=== SIGNALS ===
deck clock: 43 cards → 21 player-turn(s) of draws left; 4 cure(s) still needed → one cure every ~5 turn(s), team-wide
eradication: none in reach
CARD STOCK — TEAM-WIDE, all seats' holdings (12 city cards per color; burned cards NEVER return — every hand-limit discard and every flight spends one):
yellow: 1 of 12 burned, held alice 2, bob 2, 7 in deck — margin 7 over the 4 needed
cure plan — TEAM-WIDE collector assignment (cures WIN the game; treating only buys time):
blue: no cards in any hand yet
yellow: YOU collect (2/4) — keep EVERY yellow card; nearest station Atlanta (5 move(s))
black: YOU collect (3/4) — keep EVERY black card; nearest station Atlanta (5 move(s))
red: alice has a FULL SET (5/5) — no further red card can advance this cure (every card face is unique); alice is 4 move(s) from station Atlanta to discoverCure
share rendezvous — TEAM-WIDE transfer routes (cards in the wrong hand + where to meet):
alice hands you Bogota(yellow): meet IN Bogota (the card's own city) — you 4 move(s), alice 4 move(s); then bob to station Atlanta +2 move(s) to cure
alice hands you Miami(yellow): meet IN Miami (the card's own city) — you 5 move(s), alice 4 move(s); then bob to station Atlanta +1 move(s) to cure

⚠ DECISION FRONTIER — 1 plan dominates all rivals this turn.
Dominance pruned every rival on both tempo and risk. This is the priced
nominee, not an order: extend it or beat it with your own plan via preview_plan.
Blind spot: no cure line was priced this turn — that is a property of
candidate generation, not a verdict on curing. Price one yourself with
preview_plan before concluding the board says 'do not cure'.
  - defuse the armed discard bomb at Kinshasa (yellow — fires on the next epidemic reshuffle) — drive Cairo, drive Khartoum
tempo: 2 action(s) closer to the yellow cure (29 → 27 action(s) to land it) — you collect | risk after: ~0.5 expected outbreak(s) over the next 2 infect phases; en route to clear yellow at Kinshasa — worth ~6 cube(s)+chain when finished, but the clear lands AFTER this window: the next 2 infect phases face the board as-is
dominated: defuse the armed discard bomb at Seoul (red — fires on the next epidemic reshuffle) — tempo -2 vs 2, risk 0.32 vs 0.32 — beaten by "defuse the armed discard bomb at Kinshasa".

Your legal actions — this is the COMPLETE legal set; anything not named
here will be rejected. A `[n] {...}` line is literal: pass it verbatim to
submit_action.action. A grouped family gives a template plus the values
allowed in it: fill the template with one combination shown on a single
line and pass that.

Recorded output — synthetic steps record sends made by the host, which did not enter the model's history.

Step 1 · {"synthetic": false, "servedModel": null}

reasoning:

State: I'm at Istanbul with 2 actions left. Istanbul now has 1 black cube. Moscow has 3 black. My pre-verified plan: treat black (3rd time — this wipes Istanbul's last cube since... wait, no, treatDisease removes 1 cube per action for non-cured disease. I'm the Scientist, not Medic. Istanbul went 3→2→1. Third treat removes the last one → Istanbul 0. Then drive to Moscow (4th action).

Alternative at 2 actions: abandon the last Istanbul cube and go park on Moscow (treat 1 there). Compare:
- Option A: treat Istanbul→0 + drive Moscow. End: Istanbul 0, Moscow 3, me@Moscow. Next turn opens 3 treats → Moscow 0 → belt DEAD in 2 rounds total.
- Option B: drive Moscow + treat black. End: Istanbul 1, Moscow 2, me@Moscow. Next turn 3 treats needed total across cities. Leaves a live cube in Istanbul (isolated, no adjacent cubes currently except none — Istanbul's neighbors have no black besides Moscow... splash if anything). B trades 1 cube in Moscow for 1 left behind in Istanbul; same action count. A is strictly cleaner: finishing Istanbul to 0 removes an outbreak candidate; and A's end position identical for next turn.

Option C: Kinshasa route (frontier nominee): drive Cairo+Khartoum, leaving 2 actions unused?? No wait — frontier line is "drive Cairo, drive Khartoum" as the priced pair (with 2 actions that's it: leaves me at Khartoum en route, Kinshasa's 3-cube bomb STILL armed — clear "lands AFTER this window"). That costs abandoning the entire black grind AND doesn't even defuse the bomb — arrives at Khartoum with zero actions remaining. Terrible vs option A which zeroes the bigger chain risk (Moscow outbreak chains into Istanbul region) and keeps my 25% pHit target softened. A also advances toward post-belt flexibility.

Stick with A. Both actions are pure continuations of the verified plan; no re-preview needed.

text:

Treat #3 wipes Istanbul clean (its neighbors hold no other black yet, so nothing splashes back), then the final action parks me ON Moscow so next turn opens 3→0 there. The Kinshasa nominee would strand me in Khartoum mid-route having defused nothing — discarding verified geometry for it makes no sense.
